Introduction The indicators of health status in Bolivia have traditionally shown it to be among the poorest in Latin America and in the world, although a per capita income of US$630 (1989) places Bolivia in the group of lower-middle-income countries. The numbers suggest significant problems of distribution or gross inefficiency in the production of social services. These features make Bolivia an interesting case for analysis, in which sources of improvement can be readily identified. Between 1965 and 1980, there was some modest progress in certain social indicators, but the momentum was lost with the severe macroeconomic crisis of the 1980s. The economic crisis in the first half of that decade was extraordinary by any standards. The gross domestic product fell every year between 1982 and 1985 (it also fcll in 1986), and the hyperinflation of these years lacked precedent in Latin America. In the last quarter of 1985, an orthodox programme of the type organized by the International Monetary Fund was launched, which finally stopped the hyperinflation. Vcry audacious structural reforms accompanied the stabilization programme, and, as a consequence, Bolivia's development model, marked by heavy state involvement, was almost completely overturned.
