The main purpose of this document is to serve as the work programe of the WHO European Region for the period 1984-1989. It w i l l also serve as the European regional contribution to the Seventh General. Programme of Work of WHO. The emphasis has been on identifying the major problems involved in realizing the f i r s t thoroughly planned step towards reaching a satisfactory level of health for everybody by the year 2000. On that basis the priority areas f o r EUBO engagement have t o be identified, and these w i l l make up the core of the regional programme. A t the same time the Regional Office has been able to take one step further in clarifying the main elements of the Regional Strategy: the underlying principles, the central concepts and finally, the obstacles to be overcome and the p i t f a l l s to be avoided. This process w i l l continue through the revision of the Regional Strategy document i t s e l f , t o be presented to the Regional Committee in 1982.
