Excerpt: Under the leadership of former Secretary Robert E. Rubin and now of Secretary Lawrence H. Summers, the Treasury Department has undertaken a series of initiatives to expand access to capital and to encourage business investment in economically distressed communities. These initiatives include a strong Community Reinvestment Act, the Community Development Financial Institutions Fund, BusinessLINC, and the New Markets Initiative.
