Excerpt: Soviet economic growth is defined as the increase in the ability of the USSR to produce goods and services and may be measured in terms of the increase in Soviet gross national product it is determined by the quantities of the factors of production available -- land, labor, and capital, management, the scale of production, and other elements which can be treated only qualitatively.
